Rebuilding a major national services portal under Level 4 DGA compliance requirements, reducing infrastructure overhead while ensuring high availability.
The client operates a critical national services portal serving over 5 million active citizens. The portal was powered by a massive monolithic Java and Oracle database infrastructure that cost millions in yearly licensing fees and suffered from frequent peak-hour performance crashes.
Meeting the Digital Government Authority (DGA) Level 4 compliance requirements mandated complete domestic data sovereignty, strict encryption key ownership under local Hardware Security Modules (HSM), sub-200ms latency globally, and absolute protection against cross-border metadata leakage.
An architectural root-cause audit revealed massive connection pooling bottlenecks at the database layer during peak times, extreme memory footprint overheads from the monolithic Java application servers, and latency delays caused by serving static media assets directly from dynamic computing instances.
We migrated the portal to SNEFX's C-NAP serverless architecture. Visitor-facing pages were decoupled using Astro static site rendering and served from Cloudflare's local edge network. Dynamic transactions were routed through isolated serverless functions connected to custom-partitioned Neon databases with automated failover inside Saudi Arabia subnets.
Peak load latency dropped from 1.8 seconds to 120ms. The platform sustained 100% availability through national events with zero connection failures. DGA Level 4 certification was formally approved in 14 days, and yearly infrastructure hosting costs were reduced by 85%.
Sovereign compliance does not require slow, costly monolithic hosting. Decoupling the data layer and serving static assets at the edge is the only path to achieving both total security and lightning performance.
